Authorities relieved the deputy police chief of San Miguel, Bulacan, for allegedly raping a quarantine violator.
A 24-year-old woman accused Lt. Jimmy Fegcan, 41, of rape. The suspect was arrested at the police station in Barangay Poblacion at around 5:30 p.m. on Wednesday.
According to the report, the quarantine violator was apprehended at around 2:48 a.m. on the same day for not complying with the curfew and going out without a quarantine pass.
“Our Bulacan IAS is conducting a pre-charge investigation. The complaint and its supporting documents are complete,” Internal Affairs Service inspector general Alfegar Triambulo said in a text message.
According to The STAR’s initial investigation report, Fegcan ordered the victim to go to his barracks to rest. The quarantine violator was first held at the police station’s holding area.
The woman said a naked Fegcan woke her up and touched her private parts. The suspect then allegedly undressed and raped her.
“After the incident, the suspect instructed the victim to dress up so he can bring her home,” the investigation report read.
The victim returned to the police station at around 5:15 p.m to file a complaint against the deputy police chief.

Woman found dead in Cavite City
A woman’s body was found in the grass in Cavite City. The victim was stabbed in the neck and had no undergarment.
In a report on GMA News TV “Quick Response Team” on Thursday, the victim was identified as Argeline Sanchez.
Authorities in the follow-up operation arrested two suspects, Bernardin Suazo and Loreto Quillo.
Sanchez’s body was found in a haystack behind the Cavite City market with at least 20 stab wounds to the neck and no undergarment.
Another witness reported that he allegedly saw Suazo and Quillo quarreling with the victim before being found dead.
According to authorities, Quillo allegedly admitted the crime and was drunk when he killed Sanchez.
Meanwhile, Suazo allegedly admitted that he raped the victim.
The two will be charged accordingly, and the victim’s body will be autopsied.
