DepEd removes 4Ps work from teachers

The Department of Education (DepEd) has dismissed the 4Ps or Pantawid Pamilyang Pilipino Program (4Ps) work teachers.

It is known that DepEd will no longer allow teachers to monitor students who received aid under the 4Ps to reduce their administrative tasks.

In a letter dated October 20, 2022, DepEd Undersecretary and chief of staff Epimaco Densing III informed Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo regarding the department’s decision.

“[W]e shall no longer allow our teachers to facilitate the monitoring of 4Ps in their respective institutions of learning. This is in line with the Department of Education’s thrust that teachers shall focus on teaching,” the letter stated.

“As such, we intend to advise at the soonest possible time our teachers to turn over these tasks to your personnel,” he added.

According to Densing, in accordance with Republic Act Number 11310 or The 4Ps Act, DepEd personnel have no mandate to monitor and make reports regarding such programs.

Under Section 49 (2) of the Implementing Rules and Regulations of the law, as a member of the National Advisory Council (NAC) and Regional Advisory Council, DepEd will assist in monitoring and evaluating the program’s operation.

This includes the compliance of qualified household-beneficiaries with the conditions for education.

DepEd first said that they are taking steps to reduce the administrative task of teachers to reduce their work.

The Conditional Cash Transfer (CCT) Programs in Latin America and Africa are the inspiration for 4Ps. For example, one of the main contributors to Brazil’s and other nations’ successful socioeconomic outcomes, where 11 million families are currently engaged in the program, is CCT.

The nation’s poorest households were chosen using consistent, unbiased, and open standards.

Beneficiaries of 4Ps receive conditional grants, such as P6000 annually, or P500 per household, for health and nutrition costs, and P3000 for one academic year, or ten months, or P300 per child, for educational expenses. There can only be three kids per household.

The most responsible member of the household will use a Landbank cash card to receive the quarterly cash grants.
