Marcos signs Trabaho Para sa Bayan Act into law

In an effort to create more employment opportunities in the country, President Ferdinand “Bongbong” Marcos Jr. signed the Trabaho Para sa Bayan Act on Wednesday.

This law is designed to facilitate the development of a comprehensive plan for job creation and economic recovery.

The comprehensive plan will also emphasize enhancing the skills and competitiveness of Filipino workers through upskilling and reskilling programs.

In his address, Marcos expressed his belief that this law would contribute to addressing the numerous issues confronting the labor sector, including low-quality employment, skills mismatches, and underemployment, among others.

“Under this law, we will also incentivize employers, industry stakeholders, and private partners who will facilitate skills development, technology transfer and knowledge sharing amongst our businesses and our workers,” Marcos said.

“With this concerted effort, I am confident that we will not only achieve the goals of this law but we will also realize our vision of Bagong Pilipinas,” he added.

Marcos signs Trabaho Para sa Bayan Act into law

The law will also offer assistance to micro, small, and medium enterprises, as well as industry stakeholders. Marcos noted that this legislation would establish the groundwork for the Trabaho Para Sa Bayan Inter-Agency Council, responsible for formulating the employment generation master plan.

He explained that the Council would be led by the Director General of the National Economic Development Authority and co-chaired by the Secretaries of the Department of Trade and Industry and the Department of Labor and Employment, with representation from other agencies and sectors.

“I, therefore, direct the Council and all concerned government agencies to fast-track the issuance of the implementing rules and regulations of the law so that our workers and stakeholders can immediately benefit from it,” Marcos said.

The National Economic and Development Authority (NEDA) emphasized that the Trabaho Para sa Bayan (TPB) law is expected to tackle a range of labor market challenges, including unemployment, underemployment, youth unemployment, the growth of precarious and informal work arrangements, and the reintegration of Overseas Filipino Workers.

Additionally, the law empowers the council to assist local government units in developing and executing employment generation and recovery plans that align with the TPB Plan, reinforcing a holistic approach to job creation and economic recovery at the local level.
