Police Lt. Col. Brillante Ballaoac, one of the officers whose name and identity was used by the suspect to talk to the victims, confronted the arrested person.

According to NBI-SAU executive officer Kristine Dela Cruz, the suspect allegedly offered the victims a contract to get suppliers of food or equipment to the Philippine National Police (PNP) and even the Office of Civil Defense (OCD).

The suspect allegedly claimed that she could win the bidding for the project and even showed notices of award.

“Gumagawa siya ng mga accounts sa call and text app at nagpapakilala siya bilang mga top PNP officials na parties ng transactions sa mga biddings and awards ng mga ganitong project. Dito niya napapaniwala talaga ang mga biktima,” said Dela Cruz.

But it was discovered that the documents were only downloaded on the internet and edited.

According to the victim, his company paid the suspect up to P6 million to speed up their hiring as caterers and allegedly snatched P1.5 million from “under the table.”

The suspect had allegedly accused a Chinese businessman of spending another P30 million to build a kitchen in San Juan, but the project did not progress.

The suspect was arrested when the victim contacted Billaoac, who was allegedly introduced by the suspect as a member of the PNP Bids and Awards Committee but had long since transferred to Region 2 as chief of the Regional Drug Enforcement Unit.

The suspect, who was discovered to have two warrants of arrest for estafa cases in Pasig and Mandaluyong City, refused to give a statement.

Her father, who allegedly served as a translator for the Chinese businesspeople she spoke to, was also arrested.

She will be charged with estafa through the falsification of documents.
