What is modified ECQ? The government announced Tuesday that Metro Manila, Laguna, and Cebu City would be placed under the modified ECQ following the areas’ high number of COVID-19 cases starting May 16 until May 31.

Presidential Spokesperson Harry Roque said that there are also barangays that will remain under the ECQ.

“Ang modified po na ECQ is ECQ kaya lang may ilang industriya na bubuksan hanggang 50 porsiyento at mayroon pa rin ilang zona, mga barangay, o grupo ng mga barangay na mananatili pa rin sa ECQ,” Roque said in a Palace press briefing.

(A modified ECQ is an ECQ wherein some industries will reopen but up to 50 percent capacity only. And there are still zones, barangays, or group of barangays that would be under ECQ.)

What is modified ECQ?

Under the modified, enhanced community quarantine:

  • limited movement within containment zone for obtaining essential services and work
  • operations of selected manufacturing and processing plants up to a maximum of 50% workforce
  • limited transporting services for essential goods and services
  • suspension of physical classes

Areas that are still placed under the regular ECQ must observe the following protocols:

  • no people movement regardless of age and health status
  • minimal economic activity except for utility services such as food, power and water, and the critical economic sector
  • no transportation activity except for utility services
  • suspension of physical classes

As of May 11, Metro Manila has recorded 7,123 COVID-19 cases, 526 deaths, and 1,434 recoveries.

The province of Laguna meanwhile has a total of 382 cases, 10 fatalities, and 42 recoveries.

Cebu City reported 1,400 infections, 9 fatalities, and 20 recoveries.

The Philippine government also announced the list of areas which will transition to GCQ from ECQ and regions where both ECQ and GCQ is no longer required.
