Former broadcaster Rep. Erwin Tulfo (ACT-CIS party-list) and former President Rodrigo Duterte are currently leading the run for Filipinos to win the senatorship in the 2025 election.
These are the results of the recently released “WR Numero Philippine Public Opinion Monitor Issue 1, Volume,” which was made public this Tuesday.
“In its inaugural Philippine Public Opinion Monitor (The Opinion Monitor), WR Numero found that nearly 60% of Filipinos would vote for Tulfo if the 2025 midterm elections were held last December 2023,” said WR Numero in a press release yesterday.
“Former president Rodrigo Duterte and former senate president Vicente ‘Tito’ Sotto III ranked second and third at 54% and 45%, respectively. They were followed by Senators Imee Marcos (41%), and Ronald ‘Bato’ Dela Rosa (40% ), who were tied at the fourth and fifth place.”
Here is the ranking of the following personalities in the survey after 1,457 Filipinos were given a list to choose from 12 candidates:

Tulfo, ex-president Duterte leads 2025 senatorial survey
“Tulfo emerged as the top choice of voters identifying as opposition supporters (53%), independent (69%), and unsure (63%). He, however, placed second to former president Duterte who was the preferred senatorial candidate of administration supporters and 56%,” continued WR Numero.
“Former president Duterte is the top choice of administration supporters at 56%, followed by Tulfo (53%) and Marcos (50%).”
Tulfo also appears to be the preferred candidate of first time voters (65%) and “likely voters” (58%), while Digong leads among registered but “non-participating voters” (69%) and unregistered (60 %).
Duterte dominated the survey among families receiving remittances from overseas Filipino workers (62%), while Tulfoo led the non-OFW-remittance-receiving households (60%).
Tulfo is the top choice right now for those in Class D (60%) and Class E (61%). However, he is only seventh for those in Class ABC (34%). Duterte is preferred by those in Class ABC (66%), followed by Marcos (66%) and Pacquiao (41%).
“Moreover, Tulfo led the voters across all age groups: 30 years old and below (61%), 31 to 59 years old (58%), and 60 years old and above (61%); as well as male (57%) and female (62%) voters,” said the research group.
