Malacañang on Thursday released the list of individuals who could travel for areas under general community quarantine (GCQ) and enhanced community quarantine (ECQ) beginning May 1.
Presidential spokesperson Harry Roque, however, emphasized that non-essential travel was still prohibited for either ECQ and GCQ areas.
Travel guidelines for ECQ, GCQ areas
According to Roque, the following persons are allowed to travel from and to GCQ and ECQ areas
- Health workers
- Government officials and government frontline personnel
- Traveling for medical or humanitarian reasons
- Persons transiting to the airport for travel abroad
- Workers in permitted establishments and persons providing essential goods, services, and public utilities
- Essential skeleton workforce
- Repatriated OFWs and non-OFWs returning to their residences
- Persons transported through efforts of the national government upon the conduct of the necessary quarantine protocols and in concurrence with the receiving local government units
“Land, air or sea travel by uniformed personnel and government officials and employees for official business, with the corresponding travel authority, especially those transporting medical supplies and laboratory specimens related to COVID-19, and other relief and humanitarian assistance, shall be allowed,” Roque added.

Traveling from GCQ to ECQ areas requirement
Department of Interior and Local Government Secretary Eduardo Año said employees in GCQ areas should present their company IDs when entering a place under ECQ.
“If you’re referring to the GCQ, dito naman sa GCQ, hindi na masyadong problema basta dala-dala lang nila ‘yung kanilang company ID or certification of their employment ay okay na ‘yan,” he said.
(If you’re referring to the GCQ, here in GCQ, it won’t be a problem as long as they bring their company ID or certification of their employment.)
The IATF, however, did not clarify if those who are exempted would still need to present proof or an ID to travel between GCQ and ECQ areas.
Starting tomorrow, May 1, provinces under the GCQ would have eased restrictions on movement. Transporation would resume in a reduced capacity, and several businesses would be allowed to open.
Roque also announced earlier that essential work and religious gatherings would no longer be prohibited for GCQ areas provided that “strict social distancing” should be observed.
