“My apologies sa nangyari. My apologies kay Mr. Floralde at sa kanyang pamilya,” he said.

Sanvicente personally surrendered to the PNP officer-in-charge, Lieutenant General Vicente Danao Jr., at Camp Crame, with his parents and attorney.

The suspect’s camp is said to be ready to assist Floralde, who has been released from the hospital. However, the victim is still feeling some physical pain.

On Monday, the Land Transportation Office (LTO) named Sanvicente as the vehicle owner after he failed to reschedule the agency’s hearing.

On the same day, Danao charged Sanvicente with the advice to surrender and not wait for the arrest warrant to be issued.

“Tsina-challenge kita, Mr. San Vicente. Ayaw mo sumurrender, tama? Isa lang sasabihin ko sa’yo: Baka adik ka. Bakit ayaw mo sumurender?” said Danao on Monday.

“Because no person in his right senses will do that. Nakabangga ka na nga ng tao, imbis na tulungan mo lalo mo pang sinagasaan. Anong klaseng utak ‘yan? Baka gumagamit ka [ng droga] kaya ayaw mo sumurrender. Remember, the PNP already filed a case against you,” the official added.

At a news conference Wednesday, Sanvicente denied using drugs.

He said he was ready to undergo the examination if his lawyer advised.

The suspect’s camp refused to answer some questions about Sanvicente’s action in the incident because they would wait for the court hearing.

On Monday, the LTO canceled Sanvicente’s driver’s license.

On June 6, the LTO issued a 90-day suspension against the SUV owner’s license along with the request that it should attend the hearing of the case the next day, along with the driver who ran away. However, the SUV owner did not participate in the scheduled hearing.

The case took root when the SUV ran over the victim Christian Joseph Floralde directing the traffic flow when the incident occurred on Julia Vargas Avenue, the corner of St. Francis Street, on June 5th.
