Police major allegedly raped patrolwoman in Davao Oriental

On Monday, June 13, a patrolwoman filed a rape complaint against the commander of a Philippine National Police (PNP) mobile force company in Davao Oriental.

Major Warren Dilem, commanding officer of the province’s 2nd Police Mobile Force Company, was charged with rape before the local prosecutor’s office.

Dilem, from Baguio, was apprehended on Friday night, June 10, hours after reportedly sexually abusing his subordinate. He has been detained since then.

“Ginawa na po namin ang lahat so proper charges can be filed against Police Major Warren Dilem. Hindi po natin papayagan na may ginagawang ganyan kasi ito po ay hindi kanais-nais. Ginawa na po namin ang lahat. Bahala na ang korte mag determine kung ano ang karapat-dapat sa kanya,” said Colonel Francis Donald Brillante, the police director of Davao Oriental.

(We have done everything so proper charges can be filed against Police Major Warren Dilem. We will not allow anyone to do that because it is not desirable. We have done everything. It is up to the court to determine what he deserves.)

“Nakakahiya (Shameful)!” said Brillante.

Prosecutor Neil Pudpud received the rape report on Monday at 10:31 a.m. He spoke briefly with the patrolwoman and questioned her about the alleged rape.

Pudpud promised to come up with a solution in 24 hours.

Brillante stated that the alleged victim would be sent to a center for battered women at the PNP regional headquarters in Davao City and given proper treatment.

After the patrolwoman sought assistance, police officers from Lupon town in Davao Oriental arrested the 36-year-old major on Friday night.

Dilem allegedly forced himself on the 34-year-old patrolwoman, a Mandaya from Davao Oriental, inside her sleeping quarters at 3 a.m. on Friday following a drinking binge at the Guardians Battalion Quarterly Socials conducted at a military installation by members of the Army’s 48th Infantry Battalion.

According to a police complaint, Dilem was drunk when they came to their headquarters. However, she claimed only to have one bottle of beer.

Dilem, she claimed, continued the drinking session with another male subordinate into the early hours of the morning.

According to the claimed victim, Dilem sneaked into her quarters while sleeping and attacked her.

The patrolwoman stated she fought back but was defeated by the major.

She claimed that after the alleged abuse, she left her quarters while Dilem slept on her bed to confide in another officer, who then accompanied her to the Lupon police station to seek assistance.

Since Friday, the incident has been the talk of Davao Oriental.
