PNP wants to include laughing gas as dangerous drug

The Philippine National Police (PNP) is currently evaluating the inclusion of nitrous oxide, commonly known as “laughing gas,” in the country’s list of dangerous drugs. This decision comes in response to reports of its misuse.

PNP spokesperson Police Colonel Jean Fajardo revealed in a recent interview that they are collaborating with the National Bureau of Investigation (NBI) and the Philippine Drug Enforcement Agency (PDEA) following reports of the sale of balloons filled with laughing gas in a club located in Pasay City. These balloons are reportedly being used by individuals to achieve a state of intoxication.

The PNP’s proactive approach demonstrates its commitment to addressing emerging drug-related concerns and ensuring public safety. Cooperation among law enforcement agencies will help enforce appropriate measures to regulate the distribution and use of nitrous oxide in the country.

“The PNP is now studying the possibility kung ipapasama natin as dangerous drug itong nitrous oxide because of its harmful effects, particularly dito sa mga events sa area na mayroong nagko-conduct ng mga party,” Fajardo said.

Fajardo said inhaling excessive amounts of nitrous oxide can lead to elation and heightened energy levels. It is crucial to note that such effects occur when the substance is used beyond the allowable limits or for recreational purposes.

By highlighting these effects, Fajardo aims to raise awareness regarding the misuse of nitrous oxide and its potential risks when used outside of the prescribed medical context. This emphasizes responsible use and proper regulation to ensure public safety.

As of now, nitrous oxide is not categorized as an illegal substance under Republic Act (RA) No. 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.

“Pinag-aaralan pa talaga kung beyond those indications na ikaw ay nagiging energetic and high ka, kung mayroon pang ibang harmful effect,” Fajardo said.

“But because it’s not considered a dangerous drug, hindi siya masasampahan ng kaso under RA 9165. At the very least, masasampahan sila ng violation ng Presidential Decree 1619 or yung illegal use nitong chemical substance na sinasabi natin,” she added.
