Former Health Secretary Janette Garin and now Iloilo Representative Janette Garin recommended that the government give P10,000 to COVID-19 patients under the Bayanihan 3 bill.
“Kapag ikaw ay isaswab. And we actually had a run of this in my district, surveillance testing can actually be charged to the DSWD fund incorporated in Bayanihan 3, that each person who will be swabbed can be given between P1,000 to P2,000,” Garin said.
“If that person turns out positive, ang ibibigay po sa kanya is a minimum amount of P10,000 to P20,000 because in that way, maski po kaliwa’t kanang ayuda ang ibigay, kung patuloy namang dumarami ang ating kalaban eh wala pong katapusan ang pandemya na ating mararanasan,” she added.
“Napakaganda po ng idea ng ating senior deputy minority leader. I completely agree that testing is very important and making sure that in case an individual tests positive, ang pinakaimportante ano ‘yung susunod na gagawin,” Quimbo said.
The lawmaker said Garin’s proposal would be discussed.

Ways and means committee chairperson Joey Salceda’s move to push the measure, which he calls a “lifeline package,” was approved.
Under Phase 1 of the proposed Bayanihan 3, a total of P108 billion is allotted for assistance for all Filipinos, regardless of socioeconomic status.
Another P108 billion is being allocated in Phase II.
The third Bayanihan bill also seeks to assist families affected by COVID-19, the agriculture and fishery sector, wage subsidies for MSMEs, teachers, and overseas Filipino workers.
House Speaker Lord Allan Velasco promised that he would speed up the plenary approval of the proposed Bayanihan 3 that would help the Philippine economy recover from the COVID-19 crisis.
The economic team of the Philippines is looking for additional sources of revenue to fund the Bayanihan 3 or the Bayanihan to Arise As One Act currently pending in Congress.
