Overstaying American arrested in Cebu for attacking rider

The Bureau of Immigration (BI) said its agents have arrested an American, whose video showing him berating and physically assaulting a delivery rider, in Cebu City recently went viral on social media.

According to Immigration Commissioner Norman Tansingco, operatives from the BI Intelligence Division arrested on March 1, 43-year-old Phillip Justin Bean inside his hotel room in Brgy. Day-as, Zapatera, Cebu City.

Tansingco said he issued a mission order for Bean’s arrest after investigation revealed that the American is already overstaying in the country for almost a year.

BI records reportedly showed that his last extension of stay was on April 7, 2022, thus he already overstayed his tourist visa by 11 months.

“He has no right to verbally and physically abuse a Filipino.  His actions show that he is abusing the hospitality of our country.  He should be deported for being an undesirable alien,” Tansingco said.

He added that Bean will be included in the immigration blacklist to perpetually ban him from re-entering the Philippines.

Tansingco also bared that Bean appears to be an illegally working alien as it was learned that he also works as duty manager for a bar in Cebu City without the required work permit and visa.

Overstaying Chinese arrested for presenting fake PH passport

Bureau of Immigration (BI) officers at the Caticlan international airport in Boracay, Aklan intercepted a male Chinese national who attempted to depart by presenting a Philippine passport.

The Chinese national, identified as Zhou Jintao, 24, presented himself before immigration officers using a passport under the name Jansen Tan.

Apart from his passport, he presented a Philippine PWD ID, a postal card, a Tax Identification Number ID, a National Bureau of Investigation clearance, and birth certificate indicating that he was born in Sibulan, Santa Cruz, Davao Del Sur to a Filipino mother and a Chinese father.

However, upon inspection, the officer noted that Zhou was unable to speak Filipino or any local language.

During the interview, he admitted that he is a Chinese citizen.  A check of his travel record in the BI database showed that Zhou last arrived in the country on June 30, 2019.

He was immediately arrested and turned over to the BI’s Warden Facility in Bicutan, Taguig pending deportation proceedings.
