Palace spokesman Salvador Panelo said in an interview with ABS-CBN News that the enhanced community quarantine in Luzon means total lockdown, Monday.
“PRRD just announced an enhanced community quarantine in the entire Luzon,” presidential spokesperson Salvador Panelo said in a message to reporters on Monday
Under an enhanced community quarantine, the following will be implemented:
- strict home quarantine shall be implemented in all households;
- transportation shall be suspended;
- provision for food and essential services shall be regulated;
- and heightened presence of uniformed personnel to enforce quarantine procedures will be implemented.
What does strict home quarantine mean?
It means people are not allowed to leave their homes to limit movement. Transportation will be suspended except for frontliners such as nurses, doctors, police, and others.

How about provision for food and essential services?
When asked about the provision for food and essential services, Panelo said local government units should create a system to meet the needs of their community.
“Respective local government units will have to create a system where the essential needs will be delivered to the house of their communities,” Panelo said.
“President’s ultimate goal is to save ourselves from ourselves,” he added, citing “we are our soldiers” as we are our own “enemies.”
Panelo, in a separate interview with GMA News, said these were all recommendations as of now and the President will have to discuss the definite guidelines on the enhanced community quarantine tonight.
