Deputy jail warden allegedly rapes LGBT+ community member

National Bureau of Investigation (NBI) operatives arrested a jail warden of the Bureau of Jail Management and Penology after being accused of raping a member of the LGBT + community. The suspect denied the allegation.

In a report by John Consulta on GMA News “24 Oras” on Tuesday, the suspect was identified as Jail Senior Inspector Ramon Carolino, deputy jail warden of the Taguig City Jail.

“We have to take precautions in approaching ‘yung certain situations such as this one. ‘Pag ang target mo is armed and in this particular case, he’s a law enforcement officer,” explained NBI-TFAID chief Atty. Ross Jonathan Galicia when they arrested Carolino in Pasay City.

“And number two, in this particular case, lasing siya, eh, no? So hindi natin alam kung ano ‘yung gagawin niya when we approach him,” the official added.

(And number two, in this particular case, he’s drunk. We don’t know what he will do when we approach him.)

According to the NBI, the 26-year-old victim was a tenant of Carolino’s apartment in Leveriza, Pasay.

The victim allegedly went to the NBI to report the obscenity committed by the suspect which allegedly took place on January 16 after their drinking.

According to the victim’s complaint, Carolino allegedly forced her at gunpoint.

“Hinihipuan siya sa maseselang parte ng katawan niya and tutukan siya ng baril, no. ‘Huwag kang papalag, papatayin kita.’ ‘Yung experience niya, traumatic talaga. ‘Yung injuries niya, actually that was the basis, no, kung bakit we acted on it,”said Galicia.

(She was touched on the private parts of her body and the gun was aimed at her. ‘Don’t resist, I will kill you.’ Her experience was really traumatic. Her injuries were actually the basis. That’s why we acted on it.)

Authorities recovered the victim’s clothing and other evidence at Carolino’s home.

GMA News is still trying to get the jail warden’s statement. But in the inquest proceedings, he denied the allegation.

“The prosecutor’s office of Pasay City, sustained ‘Yung findings nung NBI. So he’s already in jail, and I don’t think he will be able to post bail. A rape is committed when we use deadly force. Ang penalty diyan is life imprisonment,” said Galicia.

“That’s one, and number two, he’s a member of a law enforcement agency. So that’s what makes it more, makes it worse, no,” he added.
