DSWD targets P1K ayuda for less fortunate PWDs

The Department of Social Welfare and Development (DSWD) targets to provide P1,000 in assistance to the country’s poor Persons With Disability (PWD).

According to ACT-CIS Cong Jeff Soriano, DSWD Sec. Erwin Tulfo requested to provide cash assistance to PWDs who are poor.

At the request of Sec Tulfo, ACT CIS Cong Edvic Yap, Jocelyn Tulfo, Jeff Soriano, Benguet Cong Eric Yap, and Quezon City 2nd District Cong Ralph Tulfo immediately filed a bill to provide cash assistance to “indigent PWDs.”

According to Cong Soriano, they are the five authors of House Bill 1754, and they will talk to other colleagues in Congress to support and pass it as law immediately.

Under the said bill or “an act providing monthly subsidy for indigent persons with disabilities,” poor PWDs will receive a cash subsidy of one thousand pesos per month.

“Alam namin na hindi kalakihan ang halaga pero makakatulong kahit papaano sa mga kababayan natin na may kapansanan,” said Cong. Soriano.

The Department of Health (DOH) considers the following disabilities to be eligible for a PWD ID:
  • Psychosocial disability- includes bipolar disorder, depression, ADHD, schizophrenia, epilepsy, and other long-term and recurring mental or behavioral difficulties.
  • Disability caused by a chronic illness includes orthopedic disability caused by cancer, blindness caused by diabetes, and other disabilities caused by a chronic condition.
  • Learning disabilities include processing issues that impede learning math, reading, writing, and other fundamental skills.

Visual disability – Simply having poor eyesight does not automatically qualify a person for a PWD ID unless the visual impairment cannot be remedied. Individuals with this disease must produce a medical document from their ophthalmologist stating that they have functional limitations owing to low eyesight.

  • Orthopedic (Musculoskeletal) impairment – Includes those with dwarfism and amputated hands or feet. Individuals with scoliosis may also apply for an ID.
  • Mental/Intellectual disability
  • Hearing disability
  • Speech impairment
  • Multiple disabilities

PWDs in the Philippines are entitled to specific discounts and benefits under Republic Act 10754. The PWD ID must be shown to receive these perks. In the absence of this ID, persons with a visible handicap may submit their passports to receive a PWD discount.
