Driver of Antique mayor, barangay captain arrested for violating liquor ban

SAN JOSE DE BUENAVISTA, Antique – Authorities arrested five individuals, including the driver of Culasi Mayor and a barangay captain in Antique, for violating the liquor ban due to the implementation of the enhanced community quarantine.

Culasi police chief Capt. Bryan Alamo said in an interview Monday that they caught Frenz Roy Lomugdang, who was celebrating his 29th birthday, Barangay Jalandoni chairman Julius Lester Tamba; and other guests Rafael Cabangon, Avelino Bermudez, and Lloyd Eric Salazar.

“The individuals were arrested under Executive Order 21 of 2020 implementing liquor ban in relation to the Enhance Community Quarantine (ECQ) Policy of Municipality of Culasi,” he said.

Alamo said before the arrest, Culasi, Antique Mayor Jose Joeffrey Lomugdang texted them. The mayor requested their team to check his warehouse in Barangay Centro Norte because of information that some of his personnel were drinking in the area.

The suspects were caught at 5 pm on April 12 and were also released at 5 am. Monday after the reglementary period expired.

“The police, however, is preparing to have regular filing of the case in the court against these arrested persons,” he said.

Alamo said the arrested individuals violated Article 151 of the Revised Penal Code on resistance and disobedience to a person in authority and Republic Act 11332, which is also known as the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.

Authorities are also coordinating with the Municipal Local Government Operations Officer and the Culasi mayor for a possible administrative case against the barangay captain for attending the said gathering and drinking session.

“The barangay captain is not supposed to be there at the gathering,” Alamo said.

3 barangay officials who joined cockfight in cemetery surrendered 

The three of the four Caloocan barangay officials who were caught participating in a cockfight at Manila North Cemetery surrendered to Mayor Isko Moreno.

Instead of apprehending those involved in the derby, the barangay officials allegedly watched and joined the illegal cockfight done inside the cemetery.

The derby’s operator alias “Kabron” first surrendered last Saturday at 6 pm.

The Manila local government determined that 4 of the suspects were officials of Barangay 129 in Caloocan, including its own chairman.
