Sen. Franklin Drilon wants to suspend the operation of private motor vehicle inspection centers following complaints from some motorists on its high charges.
“Assuming na may [legal na] basehan, at ako’y ‘di naniniwala na may basehan, ito’y nakakadagdag lamang ng bigat sa ating mga mamamayan. Kaya’t sa’kin ay pigilin na ito,” Drilon said in an interview with TeleRadyo this Monday.
Sen. Ralph Recto had earlier said that there is no law that allows the Land Transportation Office to privatize the inspection of vehicles.
Drilon is also pushing for a Senate investigation into the selection of PMVICs operators.
“Sa akin, diskumpiyado ako, na medyo may kalokohan ito. Paano po napili ‘yong 23 motor vehicle inspection service [operators]?” he said.
“May bidding ba? Mukha naman walang bidding. Kung talagang kailangan ito, eh ‘di ‘yong gobyerno nalang ang gumawa ng inspeksiyon.”
It is said that PMVICs will earn up to P8 billion if the inspection, which Recto first announced, is made mandatory.
“Sinu-sino ba ang nabigyan? Bakit gano’n naman sila kasuwerte?” said Drilon.
Drilon wants to suspend PMVIC operations
Last week, a group of traders said they were disappointed with the government’s decision to make vehicle inspection at PMVIC optional.
“Napakalaking epekto sa’min ‘to. We will be operating at a loss,” said Iñigo Larrazabal, leader of Vehicle Inspection Center Operators Association of the Philippines.
Some lawmakers have questioned the basis for conducting PMVICs. The testing fee allegedly increased to P1,500 from P500, while the fee for privatizing vehicle inspection could possibly reach P3,000.
At the request of the government, PMVICs have also reduced their inspection charges equal to private emission testing centers. It is now P500 for motorcycles and P600 for private vehicles.
Last week, President Duterte ordered that the Motor Vehicle Inspection System (MVIS) should not be mandatory and the deferment of child car seat law implementation.
Presidential Spokesman Harry Roque said there should be no new charges or additional vehicle registration fees.
“Ang Presidente po kasi ang nangako nang mas komportableng buhay para sa lahat. So tinutupad lang po niya ang pangako niya noong eleksiyon,” he said.
