Barangay councilor in Bulacan allegedly beats youth who violated curfew

A barangay councilor in San Jose Del Monte, Bulacan, is accused of allegedly beating some youths who were caught violating the curfew, Mai Bermudez reported in Unang Balita on Monday.

Councilor Michael Sio denied the allegation. He said that he was just threatening and watching the young man in a cellphone video that he allegedly beat up.

A 15-year-old youth can be seen terrified while being scolded and punched inside the barangay hall in the said video.

It was also heard in the video that the councilor slapped the young man several times until he started to cry.

CCTV footage shows the young man being taken into a room. After a few minutes, they came out while the councilor holds the young man by his hair. A man was seen punching the victim in the side.

A friend of the victim said that he was also beaten by the councilor, who smelled alcohol.

But according to Sio, he did not really beat the young man. He said the young man in the video and his colleagues repeatedly violated the curfew.  The young people allegedly once blocked the village with chairs.

The young man’s mother denied that the chair blocked the villagers. She decided to file a case against the barangay councilor.

In May, Philippine National Police (PNP) chief General Guillermo  has ordered the police not to harm and shame quarantine violators.

“Pag dinala sa police station or sa holding area, ‘wag niyong ikukulong, ‘wag sasaktan, ‘wag paparusahan, at ‘wag hihiyain,” Eleazar said on The Mangahas Interviews.

(When you bring them to the police station or at the holding area, don’t lock them up, don’t hurt them, don’t punish them, and don’t shame them.)

Cops drew flak after some quarantine violators complained of being hurt and shamed. Two even died due to alleged punishment given by authorities.
