Cop accused of sexual harassment also involved in torture incident in 2015

The police officer who was relieved after being accused of sexually harassing detainee Nova Parojinog also faced charges in 2015 over a torture incident in Carmona, Cavite.

Last week, Police Lieutenant Colonel Jigger Noceda was relieved after being accused of sexually assaulting detainee Nova Parojinog.

PNP chief Camilo Cascolan confirmed that Noceda was also among the “torture cops” involved in the police brutality incident in Carmona, Cavite, in 2015.

“I believe there was a case filed against him during that torture. ‘Yung pag-torture na ‘yun, parang may admin case na rin siya doon. At the same time, we will see to it that our people will always be following the rule of law and not violating human rights,” he said.

Cascolan added that the Personnel Accounting Information System should have checked Noceda’s personal files and records before being assigned to another post.

The then police station Commander Chief Inspector Jigger Noceda was caught on video striking an arrested a snatcher, demanding him to return the cellphone he allegedly stole.

Noceda explained that he was just “disciplining” the suspect.

At a press briefing in Camp Crame, Cascolan said the agency would not tolerate any PNP member’s wrongdoings.

“We will not tolerate any wrongdoings of our people. As what I’ve said, kahit na kuwan ka, kung wala kang rason, we will have to arrest you, file cases against you, put you in jail,” Cascolan said.

Nova Parojinog was arrested during a 2017 police raid that killed their father, Ozamiz City mayor Reynaldo Parojinog Sr., his wife, and 13 others. She is currently detained at the Camp Crame Custodial Center.

On Wednesday, October 7, the PNP Women and Children Protection Center filed a criminal complaint against Noceda at the Quezon City Prosecutor’s Office. Parojinog accused the cop of rape, acts of lasciviousness, unjust vexation, and a violation of the Safe Spaces Act.

According to Parojinog’s testimony, as filed with the Quezon City Prosecutor’s Office, the sexual assault occurred twice.

Parojinog reported the incidents to the PNP chief, and investigations were launched.
