BI to deport wanted French pedophile arrested in Makati

The Bureau of Immigration (BI) reported the arrest of a French pedophile wanted by authorities in Paris, for a string of criminal cases involving sexual offenses against children.

The BI’s Fugitive Search Unit (FSU) identified the alien fugitive as Theddy Douglas Tissier, 42, who was arrested last December 12 along Chino Roces Avenue, Makati City, by operatives of BI-FSU.

Tansingco said Tissier was arrested on the strength of a mission order which he issued at the request of the French government which informed the BI about the fugitive’s presence in the Philippines.

“We are going to expel him, and deport him back to his country.  His presence here is inimical to our national interest as he poses a serious threat to our Filipino children,” the BI Chief declared.

He added that the Frenchman will be deported as soon as the BI Board of Commissioners issues the order for his summary deportation after which he will be blacklisted and banned from re-entering the country.

He was reportedly charged before the said court with acquiring, possessing offering, making available, recording and fixing pornographic image of a child under 15 years of age.

Also, he was charged with sexually assaulting a minor, and committing fraud in violation of the French penal code.

BI conducts week-long outreach activities

The Bureau of Immigration (BI) conducted several outreach activities as part of their week-long year end celebration.

Last December 11, personnel of the BI had a gift giving for SheWORKS (Women of Reliability, Knowledge and Skills) at the Fairview Christian Fellowship.  SheWorks serves as a non-formal training program for women who survived human trafficking.

The following day, a gift giving with a short program was conducted for children of the janitors and security guards of the BI.

The agency also acknowledged the barangays around Intramuros through activities, and an outreach for families from Barangays 654 to 658 on Wednesday and Thursday.

On Friday, a gift giving was conducted for BI service providers from the Common Gavel Club, and the Philippine Eagles Club.

Lastly, a gift giving and Christmas celebration for children of BI employees was conducted by the BI employees.

The celebration concluded with a program at the BI’s main office lobby.  During the program, BI Commissioner Norman Tansingco said that modernization of the BI will remain as a top priority for the agency.

“Like a family, our shared efforts have led to remarkable advancements. I’m immensely thankful for your hard work and unity, paving the way for progress,” Tansingco said to BI personnel. “Let’s continue working together, united, towards our goals in the coming year,” he added.

The BI Chief said that he looks forward to next year’s celebration, when the BI will be able to transfer its operations to its new building along Macapagal Avenue in Pasay City.
