Operatives from the Bureau of Immigration (BI) Fugitive Search Unit (FSU) arrested a 48-year-old American wanted in New York for a sex-related crime against a minor.
BI FSU Chief Rendel Sy reported that Francisco Loreno was arrested on Thursday morning in a hotel in Ortigas, Mandaluyong City, following a mission order issued by BI Commissioner Jaime Morente.
According to the BI, the order was issued upon receipt of information about Loreno’s case.
“He is an undesirable alien and poses a risk to public safety, as he is a wanted criminal in the US,” said Morente.
A warrant of arrest was reportedly issued against Loreno by the US District Court of the Western District of New York in March 2019 for violation of the New Jersey Code of Criminal Justice, for allegedly molesting a female younger than 13 years old.
“Fugitives, especially those wanted for crimes against minors, are not welcome in our country,” said Morente. “We will make sure that these kinds of aliens are deported and banned from setting foot in the Philippines,” he added.

Loreno will be temporarily held at the BI’s Warden Facility in Taguig pending his deportation.
Meanwhile, BI also arrested an overstaying Chinese man in an operation in Paranaque City.
According to Morente, Lu Runguo, 43, was arrested yesterday evening by operatives from the Bureau’s Intelligence Division, in coordination with the Paranaque City Police. Lu was the subject of a warrant of deportation issued in September for staying in the country without securing and updating his visa.
BI records showed that Lu arrived in March 2019. He stayed as a tourist but has failed to leave the country before the expiration of his visa, or file for its extension at any of the BI’s offices nationwide.
He will be temporarily held at the BI’s holding facility in Bicutan, Taguig pending the implementation of his deportation.
