Bangon Marawi subcontractor arrested for stealing P37M

The National Bureau of Investigation (NBI) arrested subcontractor Ulysses Basa after he allegedly ran away from a contractor of Task Force Bangon Marawi.

Lorna Alocotan, the owner of L&E Construction, complained that she completed the road, waiting shed and drainage projects in the province for 6 months but Basa did not pay her.

According to the victim, she lost P37 million due to the cost of the projects, including the money and luxury car that Basa allegedly demanded from her as a bribe to get the Bangon Marawi projects.

“Para daw sa project manager na hinihingan ng plano. Bago makapasok kailangan daw magbigay na pera P6 million at Fortuner kasi kung hindi ka magbibigay hindi sa akin ibibigay ang mga plano,” said Alocotan.

Basa refused to give an interview, but in his explanation to the NBI, he denied the accusations.

According to the NBI, the suspect even used a fake address in their agreement.

“Para ma-entice ‘yung may-ari nag-submit siya ng MOA na konektado siya sa MBC Ayala. Pero wala namang MBC Ayala sa building na ‘yon,” said Yuri Beltran of NBI-NCR.

The NBI will summon other contractors for the projects because it is not yet clear where the money to be paid to the victim went.

According to Task Force Bangon Marawi, they know about the complaint and it is an isolated case. They have also ordered an investigation into this complaint.

The Siege of Marawi was a five-month-long armed conflict in Marawi, Philippines, that started on May 23, 2017, between Philippine government security forces and militants affiliated with the Islamic State of Iraq and the Levant (ISIL), including the Maute and Abu Sayyaf Salafi jihadist groups. The battle also became the longest urban battle in the modern history of the Philippines.
