Baguio issues guidelines for residents returning to the city

The local government of Baguio issued its “Guidelines for Returning Baguio Resident (RBR) Program Implementation” on Wednesday, May 13, 2020. 

“With the creation of the Returning Baguio Residents Task Force (RBRTF), Baguio City will soon allow the entry of its residents stranded in other provinces and cities in the country. THIS REPATRIATION PROGRAM IS TARGETED TO START ON MAY 21, 2020,” it said.

The Baguio City LGU said that guidelines were “a preventive measure and to guarantee the viability and sustainability of health facilities in the City.”

Guidelines for Returning Baguio Resident (RBR) Program Implementation

  • Online registration of RBRs by filling–out a Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/. This procedure will ensure a paperless transaction which will increase the efficiency of processing RBR applications. RBRs may now register.
  • RBRs will also be required to upload scanned copies of the following supporting documents:
    • Identification Card/Passport
    • Travel Clearance from the Mayor’s Office of Point of Origin
    • If Available: Present Certificate from the Provincial Health Office/City Health Office/Municipal Health Office/Local Health Office stating that:
      • Driver and passenger/s are healthy and fit to travel
      • Area of Origin is Covid-19 free
      • Completed the 14-day Mandatory 14 Day Home Quarantine from Origin
  • The City Disaster and Risk Reduction Management Office (CDRRMO) will validate the correctness of the information and authenticity of documents provided/submitted by the applicant RBR.
  • If the RBR’s application is approved, CDRRMO will schedule the RBR’s date of travel to the City and inform the applicant. RBRs travelling together with family members will not be separated.

CDRRMO will also provide a list of the names of approved RBR applicants to the Tactical Operations Center (TOC) of the Baguio City Police Office (BCPO) to ascertain that checkpoints will allow these RBRs to enter the City as scheduled.

  • Upon arrival to the City, the RBR will undergo Triage and will either be (i) quarantined in a holding facility, OR (ii) home quarantined, and monitored by the concerned Barangay Health Emergency Response Teams (BHERTS).

“Provided all necessary requirements are complied with, the City will prioritize RBRs who will travel to the City using their own private vehicles. Pending the lifting of travel restrictions on public transportation, the City government encourages RBRs to secure their own transportation going to the City,” the guidelines added.

As of this posting, Baguio City only has 12 active cases, 1 death, and 16 recoveries.
