17K new PNP recruits to replace corrupt cops

PNP Chief Gen. Guillermo Eleazar is targeting to recruit about 17,000 policemen to replace those who are corrupt and reprimanded as part of his internal cleansing.

According to Eleazar, he will make sure that the applicants go through the proper recruitment process and will not give weight to those with “prescriptions” or referral letters.

“Sa internal cleansing, magsisimula ito sa recruitment ng 17,000 na pulis for this year. Gusto natin tanggalin ang corruption, padrino system at palakasan,” said Eleazar.

Eleazar said that with ‘prescriptions,’ corruption begins. Although it is not “totally disapproved,” the new national police chief clarified that it will be based more on the talent, intellect, and capacity of an applicant.

Eleazar admitted that there is a problem if the recruiter does not qualify. New police officers take advantage of the opportunity without even considering the real role and responsibility.

Eleazar added that he will not regret firing thousands of policemen if they are to tarnish the image of the PNP.

The PNP chief also said he would eradicate the “padrino” system in the  organization.

Eleazar said eliminating the “padrino” system would allow more qualified applicants to enter the PNP.

“Naging kalakaran na kasi na kung papasok ka ng PNP, kailangan may kilala ka, otherwise baka mai-slash ka or hindi mapili. Sa recruitment pa lang, nagkakaroon na ng korapsyon,” Eleazar said.

(It has become common practice in joining the PNP. You have to know someone, otherwise, you might end up being cut or ignored. As early as the corruption stage, there’s corruption.)

“Para sa mga aplikante, hindi niyo na kailangang maghanap ng padrino at gumastos,” he said. “Itinutuwid na po natin ang kultura ng palakasan at padrino system sa recruitment na nagsilbing hadlang para makapasok ang iba pang qualified na aplikante.”

(As for you applicants, you no longer need to  for a “sponsor” nor spend money. We’ve started doing away with the  of connections in recruitment, which has prevented the entry of qualified applicants.)

Under Eleazar’s leadership, PNP would enforce a QR code system in the recruitment process.
